Santo Domingo, Dominican Republic.–
The International Day of Sport for Development and Peace was proclaimed by the United Nations General Assembly on August 23, 2013, and has been celebrated worldwide every April 6 since then. This date, dating back to 1896, coincides with the Opening Ceremony of the first Olympic Games of the Modern Era in Athens, Greece.
At that time, the then-President of the International Olympic Committee (IOC), Jacques Rogge of Belgium, received the UN General Assembly's approval and resolution for the International Day of Sport for Development and Peace. He participated in the ceremony, where he emphasized the importance of sport as a tool for empowerment and a focus on peace, security, health, education, gender equality, and inclusion.
Its main objective was to highlight how sport can foster positive change, overcome barriers, and unite communities, promoting values such as respect, equality, solidarity, and the importance of teamwork.
Thus, we are celebrating the thirteenth edition of this event, which recognizes sport as a low-cost, high-impact tool for social development, inclusion, and peacebuilding, under the motto "Sport builds bridges and breaks down barriers." This day seeks to promote gender equality, foster peace and tolerance, and drive sustainable development, among other objectives. Local and global events are held, including activities at the United Nations headquarters in New York City. UNESCO, as the lead agency, emphasizes the values of sport, highlighting fair play and the spirit of team competition, which have an imperative that extends far beyond the stadiums.
Thus, the International Day of Sport for Development and Peace not only promotes physical activities, but also reaffirms the role of sport as a driving force for social transformation for people of different cultures, fostering more equitable, just, and peaceful societies. It serves as a call to governments and their Ministries of Sport, various international organizations, civil society, and the burgeoning private sector to utilize sport as a cornerstone of development and peace.
The Dominican Kurash Federation, Fedokurash, actively joined the celebration of the International Day of Sport for Development and Peace with each and every one of its grassroots organizations, following the guidelines of the United Nations, the International Olympic Committee, Peace and Sport (an organization whose patron is Prince Albert II of Monaco), and its governing bodies, the Panamerican Kurash Union (PKU) and the International Kurash Association (IKA).

Justice curbs IOA power over federations

The Delhi High Court confirmed on Monday that the Indian Olympic Association cannot intervene in or replace the governing bodies of independent sports entities, and struck down its order creating a provisional committee to run Ski and Snowboard India
The ruling reinforces the approach adopted at first instance and clearly defines the IOA's legal reach in relation to organisations which, although linked to the national sporting ecosystem, do not form part of the state regulatory framework as recognised federations. The appeal bench rejected the body's arguments and held that the entity concerned, Ski and Snowboard India, operates as an autonomous society under the law of Karnataka, meaning that its internal affairs cannot be unilaterally taken over.
The dispute originated in an order issued on 13 October 2023 by the IOA presidency, through which an ad hoc committee was appointed with powers to run the federation, select athletes and organise elections. That decision was set aside in February 2026 by a single judge, whose interpretation has now been upheld on appeal. According to the judgment, the IOA lacked "jurisdiction or authority or power to replace the executive committee" of Ski and Snowboard India.

One of the central issues in the legal debate was the interpretation of Article 17.5 of the IOA's internal rules. The body argued that the provision entitled it to set up provisional committees in affiliated entities. The court, however, found that reading to be incorrect and described the argument as 'highly misconceived', making clear that the commissions mentioned in that provision can refer only to internal bodies of the Olympic Association itself, not to the structures of third parties.
The judgment stresses that the IOA's rules cannot extend beyond its own organisational sphere. In this regard, the judges underline that "the Commissions and Committees referred to in Article 17.5 are necessarily" internal to the Association and do not apply to other independent entities. This interpretation is key to understanding why the attempted intervention was held to be unlawful.
Another decisive factor was Ski and Snowboard India's legal status within the Indian sporting system. Both the court and the Ministry of Sports confirmed that the entity is not recognised as a national federation, either under the former 2011 Code or under the new legislation. For that reason, the National Sports Governance Act, 2025, does not apply to it. The court made this clear in stating that the organisation "is not a National Sports Body" and that, consequently, the new statutory framework does not govern its internal functioning.
This also neutralised the IOA's argument that elections could not be held unless the statutes were first brought into line with the 2025 law. The court concluded that this obligation applies only to entities recognised within the official system, which is not the case here. Accordingly, the judicial order to hold elections in Ski and Snowboard India remains in force, although it was partially varied to provide that the cost of the electoral process is not to be borne by the IOA, but by the federation itself.
In its analysis, the court also places the purpose of the new sports legislation in context, noting that it seeks to strengthen transparency and governance in line with international standards. The law is intended to ensure that sports organisations conduct their affairs "in an open, fair and transparent manner in public interest," although its application depends on the formal recognition of each entity.
Ultimately, the ruling reaffirms the autonomy of sports entities constituted as civil societies and sets a clear limit on intervention by higher bodies. The IOA, although it plays a central role in the country's Olympic representation, cannot set itself up as a supervisory authority over organisations operating outside the official system unless there is express statutory authorisation.

Thus, on this International Women's Day 2026, we join in congratulating all the women who are part of the various levels of kurash in the country.
